Jakarta, June 16, 2025 — The Faculty of Law of Pancasila University (FHUP) held a public discussion entitled “State Sovereignty vs. Aviation Security: A Critical Review of the Principle of Non-Use of Force against Civil Aircraft in Peacetime and Wartime” on Monday (6/16/2025), located in the Socrates Room, 4th Floor, FHUP Building, South Jakarta.
This hybrid event brings together experts from across the fields of air law, military law, and international law — in responding to the complexity of the relationship between a state's exclusive rights over its airspace and its obligation to ensure the safety of civil aviation. This discussion is an important scientific space amid rising global geopolitical tensions, including armed conflicts in the Middle East.
Professor of International Law and Dean of FHUP, Prof. Dr. Eddy Pratomo, SH, MA, in his speech emphasized the importance of academic forums to respond to the dynamic world situation.
This discussion also examines the normative aspects of the principle of non-use of force as stated in various international legal instruments, such as Article 3 bis of the 1944 Chicago Convention, the Geneva Convention, and ICAO and UN resolutions that affirm the prohibition on the use of force against civil aircraft.

with moderator Dian Purwaningrum Soemitro, SH, M.Kn., C.Med., Head of the International Law Section of FHUP who also teaches the Air and Space Law Course
In addition to strengthening academic studies, this activity also ended with the signing of a Cooperation Agreement (PKS) between the Faculty of Law, Pancasila University and the Faculty of Law, Suryadarma University. This collaboration marks a concrete step of collaboration in the field of war, military, and air law as an effort to build a sustainable scientific network.
Through this forum, FHUP together with university partners hope to be able to prepare a policy brief and policy recommendations that are oriented towards civil aviation safety and strengthen Indonesia's contribution to the development of air law norms at the international level.
