Bandung, August 28, 2025 – Pancasila University (UP) has further expanded its international network by signing a Memorandum of Understanding (MoU) with City University Malaysia. This agreement marks a strategic step for both institutions in strengthening cross-border collaboration in education, research, innovation, and capacity building, in line with global demands.
The Memorandum of Understanding was signed by the Rector of Pancasila University, Prof. Dr. Adnan Hamid, SH, MH, MM, and the Rector of City University Malaysia, Prof. Dr. Rosnizah Bt Shaari. This signing symbolizes the commitment of both parties to provide higher education that is inclusive, competitive, and able to make a real contribution to the communities in Indonesia and Malaysia.
Through this MoU, Pancasila University will become a strategic partner with City University Malaysia in developing dual degree programs, joint degrees, and other collaborative programs. This initiative will enable students to gain international learning experiences, access academic facilities at both campuses, and obtain cross-border accreditation.
Furthermore, both universities are committed to building stronger relationships with government agencies, educational institutions, and industry in Indonesia and Malaysia. With stakeholder support, this collaboration is expected to enhance the credibility of academic programs while expanding opportunities for joint promotion in the professional sector.
City University Malaysia, in collaboration with Pancasila University, will offer a variety of academic programs, professional development courses, and skills certification through local partners in Indonesia. This scheme provides students with extensive opportunities to earn globally recognized international degrees and continue their studies in Malaysia.

To strengthen academic networks, UP and City University Malaysia will create a joint platform for seminars, conferences, research, and academic dialogue across various fields. The agreement also includes faculty and administrative staff exchanges, aimed at enriching cross-cultural experiences and improving the quality of educational management.
The two institutions will encourage joint research through international grant schemes and other collaborative funding. Research focuses will include information technology, sustainable development, architecture, smart buildings, green economy, governance, and applied sciences. Joint publications in reputable international journals, conference proceedings, and other academic works are also a priority.
In line with the global agenda, this collaboration is aimed at supporting the achievement of the Sustainable Development Goals (SDGs). Through collaborative research in education, economics, information technology, and urban development, Pancasila University and City University Malaysia are committed to providing innovative solutions to development challenges in the Southeast Asian region.
The focus of this collaboration is also highly relevant to Pancasila University's Master of Infrastructure and Environmental Engineering (RIL) program, which is designed to produce outstanding professionals in the fields of sustainable infrastructure, green cities, and smart urban technology. With its multidisciplinary curriculum and innovative learning methods, this program aligns with the direction of international collaboration that prioritizes innovation, research, and sustainable development.
